The "Council of One" was a meeting held in September 2311 by Shiro Kurita, Director of the Alliance of Galedon.
Prior to the meeting Shiro Kurita had built much of his empire via the duplicitous tactic of settling local disputes by promising future aid to each world involved, in exchange for that planet joining the Alliance. Unknown to either faction, Kurita would make the same promise to their enemy. In June 2311 when a quarrel broke out between two such parties, Dieron and Altair, Kurita's duplicity was exposed and word spread among the Alliance's planetary leaders.[1][2]
As a few worlds began to open resist his authority, Shiro Kurita invited every leader of significance in the Inner Sphere's northeastern quadrant to a council. Over a thousand noteworthy personages arrived and received a fervent speech from Kurita about the need for cooperation between all worlds for their mutual good. The assembled members then voted on Shiro's proposal, with less than half voting 'aye'. After the Council those in favor departed safely, but those opposed were slain by soldiers led by Shiro's brother Urizen and shipped home to their next of kin.[1][2]
Together with subsequent military victories over the rebellious worlds, the Council of One rendered opposition to Shiro Kurita fragmented and impotent, enabling him to eventually reforge his empire as the Draconis Combine in 2319.[1][2]
