This work provided a history of some forms of democratic government in use, during the Second Terran Exodus, including on worlds such as New Avalon. One of the examples provided to highlight the absurdity of democracy was that of Louis Smithson, a businessman on New Avalon, who accidentally became Mayor of Ingram after an advertisement he posted for his business was mistaken as canvassing for the small town's civic election.[1]
