Elliot Tsein was the commanding officer of the Benjamin Military District's Xinyang Prefecture as of 3054.[1]

Tai-sho Tsein commanded the Draconis Combine's Proserpina Prefecture, located in the Benjamin Military District, in 3050.[1] Following the Clan Invasion, Tsein was reassigned to command the Xinyang Prefecture and held that post by 3054.[2]
