Eyes on Democracy was a sham independent watchdog group led by Silvan Vaughn.[1]

Eyes on Democracy was advertised as a group that monitored local-level democratic elections within the Federated Suns. In reality, the organization was set up as a means to legally hire a Mercenary Review Board-backed mercenary unit to assist Maskirovka agents in assassinating Casper Owens, the leading candidate for a regional trade federation presidential election who was a staunch international trade hawk running on a platform of pushing heavy tariffs on interstellar imports from the Capellan Confederation. Because Owens was an outspoken critic of Duke Michael Hasek-Davion, Silvan Vaughn was able to sell the premise that the duke was using the Syrtis Fusiliers for his own personal vendetta, attempting to assassinate Owens so that his own puppet candidate could secure the election.[1]

The mercenaries they hired in late 3025 helped disrupt an Eighth Syrtis Fusiliers attack on Cammal before raiding their regional armory on Monhegan with the belief they were discouraging them from mounting another assassination attempt. Eyes on Democracy then hired the mercenaries to strike a garrison on Bethel belonging to the Fifth Syrtis Fusiliers, alleging it was a necessary preemptive measure while Casper Owens was nearby on a campaign stop.[1]

Now ready to strike at Owens himself, Vaughn claimed it was Count Anton Vitios leading the efforts on behalf of Duke Hasek-Davion, and identified his location at a remote facility high in the mountain ranges of Novaya Zemlya. The mercenaries, however, realized they were being set up while engaging the defenders along the narrow southern pass to the base, and instead came to the aid of the Fusiliers as Vaughn and his strike team attacked from the north ridge. Vaughn was killed in the fighting and Eyes on Democracy was effectively shut down following an investigation by the Ministry of Information, Intelligence, and Operations.[1]
