Guo Tan was the commander of the Star League Defense Force's Twelvth Fleet between at least 2764 and 2765.[1][2]

Admiral Tan liked to work closely with his subordinates, and so rotated between his different squadrons every six months, taking the time to mentor his Vice Admirals. His squadron commanders grew so used to his presence, based on his flagship the SLS Terra Nova, that they generally grew to look forward to their turn with Tan.[2]
In 2764, newly transferred with his Fleet to the overburdened naval facilities in the Outworlds Alliance system of Quatre Belle, Tan tried to keep his ships out of port to lessen their impact.[1]
