Major General Hawk Collins was the commander of the Star League Defense Force's Thirty-Eighth Jump Infantry Division from at least 2761 to 2764.[1]

In response to the kidnapping of Luxen Planetary Assembly President Ronald Buchman in 2761, by the Fist of the Serpent crime syndicate, Collins choose to swing into action. While the kidnapping was not strictly an SLDF matter, Collins took it as a direct affront to his Division's reputation, and launched a global search and rescue operation.
After 72 hours of punitive strikes, Collins had safely recovered Buchman, and caused the Fist of the Serpent to disintegrate due to the massive damage inflicted by the Thirty-Eighth.[1]
