Jessie Starks was the commanding officer of the First Highlander Infantry Guard of the First Magistracy Highlanders as of 3064.[2]

Major Starks, serving with the First Magistracy Highlanders, commanded a joint deployment to Detroit and Fronc in 3064.[2] By 3067, Starks continued to lead the First Highlander Infantry Guard on Detroit.[3] Following the Jihad, now-Colonel Starks still held command of the First Infantry Guard and was stationed on Bethonolog as of 3085.[1]
