Li Bao was a resident of the Capellan Confederation, from Latice, as of 3151.[1]

In January 3151, Bao was interviewed by Voices of the Sphere, on the subject of cryogenics. In this interview Bao expressed the view it was a useful technology, as long as its use was guided by the Capellan state.[1]
