Luis Mikoyan was the commanding officer of the Alarion Operations Area's Carlisle Command as of 3050.[1]

Leftenant General Mikoyan commanded the Carlisle Command in the Federated Commonwealth's Donegal March in 3050.[1] Following the Clan Invasion, Mikoyan continued to command the Carlisle region and held that position by 3054.[2]
