Star Colonel Offa was in command of Clan Ghost Bear's Fourteenth Provisional Garrison Cluster, stationed on Thule during the Second Combine-Dominion War (3098 to 3101).
In May of 3099, he was tricked by the 13th Sun Zhang Academy Cadre into launching his fighter assets against one incoming task force when another task force jumped into the Thule system closer to the planet. With his fighters deployed against the first task force, he was unable to prevent the second invading force from landing on Thule and taking the planet for the Draconis Combine. In defeat, the 14th Provisional Garrison Cluster pulled back to the world of Trondheim.
The eventual fate of Star Colonel Offa is unknown at this time.[2]
