Operation ACCIPITER was the Capellan Confederation's conquest of former Republic worlds around Terra. Commencing in June 3151 its objective was to isolate Terra within Capellan territory.[3]

Complementing ACCIPITER was a raiding campaign dubbed "Chevauchée", whose objective was to keep the Draconis Combine from interfering with CCAF operations.[4]

Carried out in three waves throughout the latter half of 3151 and into early 3152, ACCIPITER was successful in claiming all systems in Terra's vicinity. But the Chancellor's triumph would be short-lived. Capellan garrisons contended with hostile planetary populations and lengthened supply lines, and were left dangerously exposed to any potential opponents. Nonetheless, the Confederation's gains were not indefensible and given time the CCAF could be expected to secure their new holdings before mounting Operation GĀI XIÀ, the planned conquest of Terra itself.[5][6]

The new Star League did not give the Confederation that chance. In December 3151 the League mounted its first military operation. Dubbed PERSUASION, this campaign succeeded in not only reversing the CCAF's gains but pushing into territory held by the Confederation since Operation GREAT FLOOD fifteens years prior. After resisting the need to do so, Chancellor Liao finally ordered his forces to abandon ACCIPITER's gains in March 3152.[7]
