Settled in 2228, the Ovan system is named for its primary inhabited planet; the sun is called Ember by locals. It is a dim red dwarf star.

Ovan is a world orbiting an old, dying star. The terrain is mostly rough and broken, with the equator surrounded by the "World River" that has formed due to the extremely regular rainfall pattern. This river is two to 50 kilometers wide and encircles the entire planet. The star, Ember, provides a great deal of heat and light to Ovan, but the depletion of the atmosphere and water have driven the food sources to near extinction.[1]

Furthermore Ovan used to have a thriving industrial economy and merchant trading fleet. Most of these were destroyed in the first two Succession Wars, but the real problem is the kleptocracy that came to power after the Second Succession War. These thieves have controlled the world's resources for nearly two centuries, and have little interest in improving life for most of Ovan.[1]
