Captain Patrick Finnegan was an officer of the 138th Mechanized Infantry Division Veterans Association as of 2788.[1]

Finnegan participated in the unsuccessful defense of Chicago on Terra against ComStar's takeover in 2788, following the departure of the majority of the former Star League Defense Force with Commanding General Aleksandr Kerensky as part of Operation EXODUS.
He commanded a rear guard defending the Chicago River, which was defeated by elements of the 197th Mechanized Infantry Division, a former SLDF unit which had transferred its loyalty to ComStar.[1]
