Pavel was the commanding officer of the Thirty-third Provisional Garrison Cluster of Clan Ghost Bear's Omicron Galaxy as of 3061.[1]

Star Colonel Pavel, serving with the Thirty-third Provisional Garrison Cluster, was stationed in the Jarett system in 3061.[2] Known as both a fierce and honest Elemental, Pavel's command skills were only middling and he relied heavily on both his Star Captains and Galaxy Commander Kedric Gilmour. This meant that the Thirty-third PGC was notably weak when operating on its own, leading Khan Bjorn Jorgensson to attach Pavel's unit to the Sixth Bear Regulars.[1] By 3067, Pavel retained command of the Thirty-third PGC and was still stationed on Jarett, although the Sixth Regulars had since relocated to Courcheval.[3]
