Phillip Keys the commanding officer of the Prix Home Guard in 3072.

History

On July 3074, a category four storm named Hurricane Ulde hit the coast of Larma destroying the villages of Helsolt, King's Bay, and Leeson, killing sixty-three people with numbers most probably getting higher as the days passed. Phillip Keys declared a curfew from ten kilometers north of Valda Bay down south to Mythom Bay and twenty kilometers inland until the area was secured.
