Phillip Mais was a flag officer in the Armed Forces of the Federated Commonwealth during the Clan Invasion. He had a tumultuous relationship with the mercenaries assigned to his charge, the planet of Pandora. Though he did take advice on occasion, he was killed in city fighting against Clan Jade Falcon in 3052.[1]

General Mais was garrison commander with command over the 10th FedCom RCT and mercenaries assigned to the planet, the Gray Death Legion. When a Jade Falcon JumpShip arrived at the system's nadir point, General Mais handled the batchall. At Colonel Grayson Carlyle's insistence, Mais included the mercenaries under their mercenary registration code number, Unit Number 447-C (Reorganized). This subterfuge kept the Clan warriors unaware that the mercenaries had already faced them at Sudeten.[1]
The Legion and their untested battle armor fared well against the less experienced 17th Battle Cluster at Vandmall Crossing, though the other Federated Commonwealth forces were less fortunate. Eventually, General Mais called for a meeting of his forces to lay out his plan: that of a frontal assault against the Falcons outside of the capital Needgate, with the Gray Death Legion directly under his command. Ever independently minded, Carlyle balked at such tactics, preferring a cat-and-mouse attack to string out the invaders.[1]
The debate raged until General Mais warned all commanders present that anyone who did not carry out his orders would be subject to a court-martial and execution. Carlyle dared him to do so and left the command center. Though Mais began such proceedings, the Falcons arrived that night.[1]
General Mais marched his forces out of the city, with the Needgate Militia, a collection of obsolete light and medium 'Mechs supported by armored vehicles and standard infantry, in tow. Two Elemental Stars quickly dispatched the militia, and the tide turned against the defenders. The 1st Falcon Jaegers commander, Star Colonel T'daal, committed his reserves to overrun the remaining forces, only to be flanked by the hidden mercenary unit. Forced to split his unit to deal with the Gray Death and FedCom forces, T'daal balked. The sudden appearance of the mercenaries surprised both sides and in the chaos, the friendly forces fired on each other.[2] The destruction slowed and allowed General Mais to rally those left to him. A bitter fight ensued as the defenders retreated to the city, destroying large swaths of Needgate. Brigadier General Phillip Mais fell to the Falcons.[1]
