Phoenix Programs

Launched by Coordinator Theodore Kurita in late 3054,[1] the Phoenix Programs were a series of efforts to rebuild the Draconis Combine Mustered Soldiery which, by the time of the Truce of Tukayyid in 3052, had been reduced from ninety-nine full regiments to approximately sixty battered regiments[2] in the initial Clan Invasion.
Described as an "ambitious project," they aimed to restore the DCMS to full strength within ten years, well before the Truce of Tukayyid was set to expire in 3067. Within this timeframe, they were to close the technological gap between the Combine and the Clans.[2] This included a sweeping initiative to produce OmniMechs, but also a general call to start producing more cost-effective BattleMechs. The latter directive led Independence Weaponry to create the AKU-1X Akuma.[3]
Beyond diversification and upgrades of existing weapons, this meant a focus on reverse engineering from captured Clan technology, while at the same time, greater resources were allocated to modernizing aerospace, armor, infantry, and other non-BattleMech branches.[2] This included, secretly, the production of new WarShips such as the Kyushu-class Haruna.[4]
They also called for the rebuilding of destroyed units and the formation of several new regiments by 3067.[5] This included the expansion of the two parts of the Twelfth Dieron Regulars that were garrisoning different worlds into the Forty-fourth Dieron Regulars.[5] At a lower level, the Dieron militia was granted the resources to run its own cadet training program, accepting cadets that the state's military academies would not consider,[6] while in the years between 3054–3056, multiple "lower echelon" units received priority for the most qualified academy graduates, including those from Sun Zhang MechWarrior Academy, who usually found themselves assigned to the Galedon District Regulars. The Galedon units were able to make up for the loss from the Galedon Military Academy district school to replace these losses, and so did not feel the slight.[7]
As of 3058, the Phoenix Programs were well underway, but it was still felt they fell short of their stated goals.[8]
