R. Radwell Chung was a senior officer, in the Federated Suns' Federated Peacekeeping Forces, as of 2415.[1]

In 2415, Colonel Chung was the commanding officer of Major Simon Davion, when he was ordered to have him killed by Simon's cousin President Edward Davion. Colonel Chung had however previously been humiliated by Edward and his twin brother Edmund Davion, and therefore affected not to have received the order, though he advised Simon of the danger he was in.[1][2]
Colonel Chung later recorded his meeting with Simon Davion at the time of this incident, in an unpublished diary written in about 2443, in which he suggested he had attributed his inability to follow the order received to communication system malfunctions. Colonel Chung also reported having recommended his communication technician, a Corporal Stevens, for a Silver Sunburst for his quick thinking in deciding not to official record his receipt of the message containing the assassination order.[1]
