Reggie Philburn was the founder and leader of The Highwaymen.[1]
History[edit]
Reggie Philburn and his Highwaymen intercepted Duncan Fisher in Bracken Swamp on 29 December 3041, when Fisher was en route to a clandestine meeting with a Solaris Arms handler. When Fisher refused to surrender and pay their fee, Philburn ordered his men to bury him; luckily for Fisher, he was accompanied by Jake Mason, who defended him and repelled the Highwaymen.[2]
Philburn styled himself as a "modern" Robin Hood, attaining folk hero rank among the residents of The Reaches. As of 3051, he was wanted by local authorities for his crimes.[1]
He was known to operate in Beal City, where his gang intelligence-gathering operative Karina Brayman worked as a barman. Because of this, Solaran authorities had tried repeatedly to capture him, hence increasing his appearance in the town.[3]
