Richard Dell was, as of April 3133, a former senator for Towne's Gunderland province.[1]

Richard was a staunch opponent of the post-Blackout militarization of Towne, with a particular focus on PlasmaTech Enterprises and its fusion plant construction efforts. His political career in Towne's planetary government came to an end in November 3132, when his constituents, frustrated with his opposition to military industrialization, voted him out of office.[1]
By April 3133, Richard lived in Bella Dona, about 50 kilometers south of Camp Mariposa. He was the chair of his local Towne Against Nuclear Power chapter. His son Patrick shared his antimilitary and antinuclear politics.[1]
