Richard Schaffer was the commanding officer of the Pesht Seventy-seventh Medium Cavalry Regiment of the Fifth Ghost Regiment as of 3059.[1]

Tai-sa Schaffer, serving with the Fifth Ghost, was stationed on Nowhere in 3059. Due to the Draconis Combine Mustered Soldiery's fears that the Fifth Ghost could potentially have gone rogue, Schaffer had the authority to commandeer the Fifth's infantry and local militia units if it meant preventing the Ghosts from acting against the DCMS' interests.[1]
