Robin Holburn was the Supervising Technician of the "Sniper" Sea Skimmer that started in 3071.[2]

Robin Holburn was the son of Skye Pleasure Craft Limited's CEO. A brilliant person, he successfully expanded the niche market of the Sea Skimmer hydrofoil.[2]
His upgrade's failure to capture additional market share ended with him being reassigned from his R&D post to a position allegedly "less disruptive" to the company's bottom line.[2]
