Rowe Viis was the commanding officer of the Fortress-class DropShip Paymon's Staff during the War of 3039.[1]

During the War of 3039, Captain Viis' DropShip served as the command vessel for the First Ceti Hussars during their invasion of Elidere IV. Unfortunately, the ship suffered a mechanical failure that left it adrift and powerless, without the replacement parts necessary to make repairs. Viis ordered the Staff evacuated of all passengers and crew, as the accident had also disabled all life-support functions, with the intent of returning once the parts needed for its repair arrived. However, by the time the necessary parts had arrived in the Elidere system the Staff had completely vanished from sight. The Staff remained missing even after the First Hussars' commander Marshal Patrick Meldon had his entire transport group spend a week searching for the vessel and the ship's disappearance soon became one of the lasting mysteries of the War of 3039.[1]
