Rudolf Kess was a Prefect in the Marian Hegemony Armed Forces.

Kess appointed in 3064 as an independent observer to the VI Legio in order to control the thirteen former members of Cavanaugh's Cavalry that were granted higher ranks than the Marian-born officers later added to the Legio, and to take special care on Jared Cavanaugh.[1]
