Samson Tartilkoff was the commanding officer of the Second Benjamin Regulars during the War of 3039 and, later, head of the Tabayama Prefecture.[1][2]

Tai-sho Tartilkoff, serving with the Second Benjamin Regulars, was stationed on Kajikazawa in 3025.[1]
During the War of 3039, Tartilkoff and the Second Benjamin Regulars were tasked with recapturing the world of Telos IV from the occupying forces of the Twenty-second Avalon Hussars and the Twelfth Vegan Rangers' Gamma Regiment. The Second Regulars took notable damage from the Federated Suns' orbital defenses, losing numerous drop cocoons while making planetfall, but were ultimately able to establish secure landing zones in the face of heavy resistance. In defending his position against increasing numbers of enemy troops, Tartilkoff demonstrated immense leadership ability as he managed to lure almost the entirety of the occupying units away from their capital city defenses while keeping his smaller force intact. On 13 August, the Forty-first Dieron Regulars executed their part of the counter-invasion when they initiated an orbital drop directly on the capital, defeating the small garrison left behind by the Hussars and Rangers and capturing all of the enemy's DropShips.[3]
With the capital's spaceport in allied hands, Tartilkoff began launching counterattacks against the Hussars and Rangers while simultaneously broadcasting repeated messages demanding their surrender. Instead of complying, the Vegan Rangers launched a flanking attack that allowed the Avalon Hussars to address the threat of the Dieron Regulars while the Vegan mercenaries continued to fight against Tartilkoff's troops. For the rest of August, the Benjamin Regulars and Vegan Rangers fought a war of maneuvers, preventing either unit from heading back to the capital city and reinforcing their allied forces. While the Avalon Hussars would ultimately reclaim their DropShips from the Forty-first Dieron, half of the Hussars' soldiers were left dead or injured by the time they reclaimed the capital. These heavy casualties, combined with the increasing number of Combine victories in other systems, would lead the Hussars and Rangers to cede control of Telos IV to the Benjamin and Dieron Regulars by 2 October.[3]
By 3050, Tartilkoff was commanding officer of the Galedon Military District's Tabayama Prefecture.[2] Following the Clan Invasion, Tartilkoff retained command of the Tabayama Prefecture by 3054.[4]
