Samuel was the commanding officer of the Ninth Provisional Garrison Cluster of Clan Ghost Bear's Sigma Galaxy as of 3061.[1]

Star Colonel Samuel, serving with the Ninth Provisional Garrison Cluster, was stationed on Holmsbu in 3061. During this time, the Ninth PGC saw frequent combat as raiders struck them from the Periphery and from Clan Wolf. While Samuel suggested to Khan Bjorn Jorgensson that Khan Vlad Ward was intentionally manipulating Periphery forces into attacking Clan Ghost Bear, the Khan chose not to bring the matter to the Grand Council of the Clans without evidence.[1] By 3067, Samuel retained command of the Ninth PGC and was still stationed on Holmsbu.[2]
