Sandro Qemali was the leading noble on the Lyran Commonwealth world of Leskovik, and its representative in the Estates General as of 2738.[1]

The owner of at least one of Leskovik's Siphonopolises, mobile platforms the size of small cities designed to extract Leskovik's plentiful shale gas, the wealth of Qemali and others who controlled the gas industry allowed them to convert the planetary government into a confederated oligarchy in 2738. As a reward for his leading role in this revolution, Qemali was acclaimed as a Duke by his fellow oligarchs, and sent by them to represent Leskovik in the Lyran Commonwealth's Estates General.[1]
