The Solaris Civic Council was the Solaris VII office responsible for ensuring that the Solaris Games were run fairly.[2]

Operations[edit]

As part of their operations, the Solaris Civic Council ensured that:

  • A gladiator had a dueling license. Depending on the arena class they want to fight in, it can cost between 5,000 to 50,000 C-bills (a waiver can be obtained instead for each individual fight, but at double the cost).
  • There was no cheating in the matches. The Council checks and reports MechWarriors and matches trying to find if they have been fixed. There is a service to help those warriors that denounce these acts, and they are protected (in theory) if they condemn the problem.
  • The health of the MechWarriors. In order to do that, the Council runs analyses on them, for example, it runs several tests to check that there is no tampering against them, or tampering to help them. These controls are run at random.

A group of former Arena Gladiators scarred by the brutality of the arenas known as the Inglorious Outkasts had been organizing in the shadows of Solaris City and causing disturbances behind the scenes by mid-3041. Feeling marginalized and excluded, they saw an opportunity to make a statement at the approaching year-end FedCom Unification Tournament.[3]

With the tournament underway, the Outkasts plotted to sabotage the protective ballistic glass shielding the crowd and Solaris Council during the final match at Steiner Stadium on 29 December 3041.[4] Their assassin Caleb Rourke, who entered the arena after the glass shielding broke, would end up being taken down by tournament competitor Jake Mason in a one-on-one duel before any spectators could be harmed.[5]
