Tilth Refol was an academic and politician, on the Federated Suns' world of Savonburg, as of 3025.[1]

Shortly before 3025, Refol was both Dean of the Colleges of Savonburg, as well as Savonburg's Minister of Education. His mismanagement of a project to expand the Colleges to include a new science facility in the city of Carlsruth, with a twelve-kilometer subatomic acceleration ring, however caused him to lose his ministerial post prior to 3025. The project initially struck difficulties due to an inability to obtain sufficient skilled labor on the Periphery world to construct the facility, which was then compounded when Refol was unable to raise the additional funds needed to help it reach completion.[1]
