Tor Kardaan was the Star Admiral and commanding officer of Delta Galaxy in 3061.

Kardaan was the leader of the Kardaan Bloodname house and wielded significant political and military power within the Clan Council. He maintained close ties with the Snow Raven McKenna Bloodname house and a strong influence over the Josian and Anasaz Cloisters, who have a large number of Kardaan adherents.[1]
By 3067, he rose to saKhan, following the resignation of Kieran Telinov. Under his guidance, the Keshiks were increased in size,[2] and his longtime protege, Hollyann Kardaan, took his place leading Delta Galaxy.[3]
