This work provided a history of early inter-stellar governments within the Inner Sphere, pointing out their tyrannical nature, including in respect of the Muskegon Coalition. The events recounted in Tyrannis Excelsis included stories of the cruelty inflicted by House Achmeed as rulers of the Muskegon Coalition, such as the murder of a mother and her child by Hassan Achmeed, after the mother attempted to abandon the child to the care of Achmeed.
