Vincent Foley was the commanding officer of the Thirteenth Sun Zhang Cadre as of 3059.[1]

Tai-sa Foley, serving with the Thirteenth Sun Zhang Cadre, was stationed on Luthien in 3059.[2] A former Kensai Kami instructor and a recipient of the Order of the Dragon, Foley's efforts were aimed towards reducing the tensions between those members of the Thirteenth Cadre hailing from the destroyed Ninth and Twelfth Cadres and those coming relatively fresh from the Sun Zhang Academy. While he succeeded at reducing animosity within the unit, Foley made no efforts to institute further changes out of a fear that doing so would cause crippling amounts of backlash from his warriors.[1]
Following the First Combine-Dominion War, Foley retained command of the Thirteenth Cadre and was stationed on Komephoros by 3067.[3]
