Vincent Tambor was the commanding officer of the Eleventh Lyran Regulars during the War of 3039.[1]

Colonel Tambor and the Eleventh Lyran Regulars were part of the Lyran Commonwealth forces occupying the Draconis Combine system of Kessel when it came under attack from the Second Sword of Light, Fifth Sun Zhang Cadre, and the Twelfth Sun Zhang Cadre—which had been in hiding on the planet since it was originally declared secured. General Caesar Steiner of the Second Donegal Guards, overall commander of the Lyran units on Kessel, quickly abandoned control of much of the planet and set about establishing strong defenses around the capital city's spaceport. Tambor's Eleventh Regulars came under direct threat from the Second Sword of Light during the annihilation of the Fifth Cadre on 9 August 3039, with the Second Sword's intent being to provide some relief for the Fifth Cadre's embattled soldiers. The Eleventh Regulars' position quickly became untenable but Tambor's requests for reinforcements were denied, as General Steiner planned to finish destroying the Fifth Cadre before coming to assist the Regulars. Tambor reluctantly obeyed his orders to keep the elite Second Sword engaged, although the outclassed Regulars ultimately shattered in the face of heavy artillery and aerospace bombardment.[1]

The Second Sword of Light managed to get within fifty meters of the Eleventh Regulars' headquarters building before General Steiner personally lead a unit of the Second Donegal Guards in a counterattack, halting the Combine's advance and preventing the Eleventh Regulars' complete destruction. While conflict on Kessel continued for the next six weeks, no other pitched battles occurred in what soon became a war of maneuvers and hit-and-run strikes. The loss of the main Lyran ammunition dump on 3 September, followed by General Steiner's realization that reinforcements and resupply would not be coming to the Kessel task force, ultimately resulted in a withdrawal order being given on 5 October. By 9 October, Tambor's surviving Regulars and the rest of Steiner's troops had left Kessel, returning the planet to Combine ownership.[1]
