Leftenant Xui Li Parks was a member of C Lance, Second Company, Gregg's Battalion of the New Syrtis Capellan March Militia as of 3069.[1]

In October 3069 during Operation THUNDERSTRIKE, units from the New Syrtis CMM including Parks defended Jefferson University on New Syrtis against a Capellan Confederation raid by elements of the 2nd McCarron's Armored Cavalry and the Death Commandos, which was attempting to kidnap Federated Suns physicist Doctor Lei Iverson.
The attempt was however foiled by the New Syrtis CMM, who held off the Capellans, until Dr. Iverson was able to escape via underground tunnels which formed part of Jefferson University's particle accelerator facility.[1]

Parks piloted an MAD-3D Marauder BattleMech.[1]
