Davis Lillie was the commanding officer of the Seventeenth Arcturan Guards as of 3059.[1]

Leutnant-General Lillie, serving with the Seventeenth Arcturan Guards, was stationed on Solaris in 3062. Formerly commander of the unit's Armor Brigade, Lillie was given control of the Seventeenth Arcturan in 3059. Lillie was a staunch professional who believed in the honor and principles of war, with a particular emphasis on the tenets of the Ares Conventions. This caused Lillie no small amount of disturbance with his unit's posting to Solaris, as it pitted his troops against civilians while simultaneously increasing tensions with the neighboring Thirty-second Lyran Guards. While Lillie undertook numerous initiatives to normalize relations with the Thirty-Second Lyran, they had little success.[1]
During the Federated Commonwealth Civil War, Lillie and the Seventeenth Arcturan spent four years policing Solaris before being deployed to aid in the fighting on Tikonov in 3066. Before they could get to the fight, Lillie's troops were embroiled in the fighting on Small World against the Fifth Syrtis Fusiliers and a horde of mercenary units and were overrun and imprisoned for the remainder of the conflict.[2] Lillie remained on Small World as commander of the Seventeenth Arcturan by 3067.[3]
