After the Blackout and the loss of the New Home's HPG station, Planetary Governor Whitman's rule degraded into a grab for more land, resources and power, and aligned with some of the planet's clans to do that. In the end, a revolt rose up against him. For one year and a half its intensity was low, but incresed over the time and they started winning battles.
