Kuan-Yin Allard-Liao was the second oldest child of Justin Allard and Candace Liao, as well as the twin sister of Cassandra Allard-Liao. A non-MechWarrior, Kuan-Yin served first her native St. Ives Compact and later the Capellan Confederation as a political and social leader.

Clan Invasion Era[edit]

Kuan-Yin accompanied her family to Outreach in 3051, though unlike her brother and sister, she did not participate in the training exercises hosted by Wolf's Dragoons.[2] Following the assassination of her father and disappearance of her mother in January 3052 Kuan-Yin served as the de facto ruler of the Compact.[3] When Candace Liao later met with Sun-Tzu Liao after killing his mother, she told him that if Sun-Tzu slew her then and there information would be given to Hanse Davion that would allow the Fox to replace Sun-Tzu with Kuan-Yin as Chancellor.[4]

During the Capellan-St. Ives War, Kuan-Yin was active in overseeing relief efforts for affected civilians, basing herself (with the permission of anti-Capellan Duke George Hasek) on the FedCom world of Kittery to avoid direct retribution. While important, her work was initially not considered as inspirational as her siblings' military exploits, but Sun-Tzu grew to consider Kuan-Yin's mercy missions as a major propaganda irritant since she constantly upstaged those of his own realm. After the Black May attacks Kuan-Yin spearheaded medical relief on Nashuar. When St. Ives itself fell in September 3062, Kuan-Yin provided DropShips for Kai's escape. [5] [6]

Dark Age[edit]

While expected to be a major opponent to Chancellor Liao following St. Ives' re-absorption into the Confederation, Kuan-Yin eventually played the role of loyal opposition to him after the Capellan March invasion during the Jihad. Devoted to the welfare of St. Ives and the Capellan people as a whole, Kuan-Yin's opinions were sought on social issues in the Confederation and the Chancellor would often heed her advice. In contrast, Kuan-Yin's views on foreigners had hardened into the traditional Capellan parochialism and she publicly denounced Kai Allard-Liao's decision to join Devlin Stone and the Republic of the Sphere. Shortly before the outbreak of the Capellan Crusades in 3111, the two were reconciled.[7] [8]
