Phred Nostra was the commanding officer of the 115th Garrison Cluster of Clan Nova Cat's Omega Provisional Galaxy in 3062.[1]

Star Colonel Phred, serving with the 115th Garrison Cluster, was stationed on Outer Volta in 3062. Leading the only all-vehicle unit in the entire Nova Cat military, Phred respected Clan Hell's Horses for their skills with vehicles and spent long hours studying their battle tactics. Phred's occasional praise of the Horses lead to problems - including Trials of Grievance - between him and the anti-Horses 37th Garrison Cluster.[1]
