Regulan SAFE annotates the request with a history of the pleasure circuses, outlining their pre-Reunification War origins, suspicious activities during the Star League, scarcity during the Succession Wars, renaissance following the Canopian-Capellan War, and notable encounters during the Clan Invasion and modern era. Due to suspicions that the vessels serve as mobile intelligence gathering platforms for the Magistracy Intelligence Ministry, SAFE regards them as security risks, and recommends either banning or restricting their operations in Regulan space.
