Silvan Vaughn was a suspected Maskirovka agent working to destabilize Federated Suns worlds near the Capellan border.[1][2]

History[edit]

Until the latter half of 3025, the Ministry of Information, Intelligence, and Operations had no information on the man known as Silvan Vaughn. At that time, the leading candidate for a regional Federated Suns trade federation presidential election, Casper Owens, was a staunch international trade hawk running on a platform of pushing heavy tariffs on interstellar imports from the Capellan Confederation. House Liao reacted by dispatching Maskirovka agents to kill Owens.[1]

On Vaughn's first attempt to kill Casper Owens, he encountered stiff resistance from the Eighth Syrtis Fusiliers which sent his forces on the run. Under the guise of an independent watchdog group called Eyes on Democracy, Vaughn concocted a plan to hire a mercenary unit to guard his forces and disrupt the Fusiliers enough to provide him with another window to make a second attempt on the candidate's life. Because Owens was an outspoken critic of Duke Michael Hasek-Davion, Vaughn was able to sell the premise that the duke was using the Fusiliers for his own personal vendetta, attempting to assassinate Owens so that his own puppet candidate could secure the election.[1]

The hired mercenaries helped repel the Eighth Syrtis Fusiliers' counterattack on Cammal before raiding their regional armory on Monhegan with the belief they were discouraging them from mounting another assassination attempt. Vaughn then had the mercenaries strike a garrison on Bethel belonging to the Fifth Syrtis Fusiliers, alleging it was a necessary preemptive measure while Casper Owens was nearby on a campaign stop. Now ready to strike at Owens himself, Vaughn claimed it was Count Anton Vitios leading the efforts on behalf of Duke Hasek-Davion, and identified his location at a remote facility high in the mountain ranges of Novaya Zemlya. His plan was to attack his base from the north while the mercenaries approached along the narrow southern pass above a river chasm.[1]

While engaging the Fusilier defenders, the mercenaries realized they had been set up, and given that they had already taken out much of Owens' security detail, the only way they could hope to be cleared of wrongdoing was to help the Fusiliers successfully defend the base from Vaughn's forces. Due to the impromptu assistance in defending the now-President-elect Owens, and following a thorough examination by the MIIO, all charges were dropped against the mercenaries. Vaughn's carcass was pulled out of his 'Mech and handed over to the MIIO.[1]
