Since AT2 and TR:3057 (if not earlier - I'd have to check BattleSpace), Small Craft have been narrowly defined as shuttles of 100 to 200 tons noted for their heat-expansion fusion drives, which allows them to use strategic fuel consumption rules. Fighters and other small vessels like escape pods are outside that ("...small craft represent a myriad of vessels of every type and size not covered by aerospace fighters or DropShips.") See pg20 and pg24 of Total Warfare for the current definitions; I can dig up the references in older books if you'd like.
