Tobias Villagua was the commanding officer of the Kessel Prefecture as of 3059.[1]

Lieutenant Colonel Villagua, commanding the Kingston Caballeros mercenary regiment under contract with the Draconis Combine, was stationed on Sabik in 3025.[2] By 3050, now-Sho-sho Villagua had become an official member of the Draconis Combine Mustered Soldiery and served under Tai-sho Hasan Yoshio as executive officer of the Dieron Military District's Kessel Prefecture.[3] By 3059, now-Tai-sho Villagua was serving as commanding officer of the Kessel Prefecture and continued to hold that position in 3067.[1][4]
