Winston Quillar was the commanding officer of the 198th Division of ComStar's Tenth Army as of 3062.[2]

History[edit]

Precentor VIII Quillar, serving with the 198th Division, was headquartered on Great X in 3062.[2] After the Jade Falcon Incursion in 3064, the 198th moved to Mkuranga with Quillar maintaining his command by 3067 (now as Precentor XIII).[1]
