IIRC, Quad 'Mechs can't torso twist, so their weapons are locked into the front firing arc as determined by facing. But what about leg-mounted weapons? Do they get better firing arcs like arm weapons in Biped 'Mechs?

Correct, four-legged 'Mechs cannot torso twist (p. 98 Total Warfare). Leg-mounted weapons use normal leg arcs, not arm arcs (p. 105 TW). Note that quads may mount rear-aiming leg weapons, although only on their rear legs.
There are a number of other quad-specific rules, like a bonus (-2) to all falling checks if all its legs are intact. It can also make a "lateral shift" (p. 50 TW) - moving into a a forward or rear side hex while keeping its original facing, and can mule kick rearward (p. 145). There are a variety of quad-specific damage rules, prone situations, cover rules, etc.

thought quad mechs had turret like firing platforms that allowed it to bypass around the lack of torso twist. Have to check the older rules, unless they updated this in the newer ones. The Goliath mech is one that i believe had this option on it.

Quads have an option for "torso turrets" in Tactical Operations (and prior rule expansions, like MaxTech). However, it is not a default rule for quads, and no quads have such a feature under tournament-legal rules.
