They care enough about resources that their vehicles rarely use anything more advanced than their regular armor and fusion engines.

The "money" argument is ludicrous. Even the Clans use 2nd line forces and garrison forces that barely have more advanced technology than their IS distant cousins.(Which, considering that their mere garrison and solahma units aren't running amuck with super advanced Mad Cat Mk.IVs and Daishis in fact suggests otherwise.)

The Clans are of the theory waste not want not, so to them if they can get more out of it they will keep using it in some way possible, that differs a lot from the idea that they need or want money.

You can't use what you don't have.

Hence, if they need another garrison mech, and they don't have another garrison mech, they will build another garrison mech, if they can.

It's sort of resource intensive stuff, those advanced XLEs.

My understanding of the clans is that only the proven warriors are allowed to use omnimechs. Almost all named warriors use the omni mech or omni aerofighters. There are some in charge of the dropships and warships as well.

They consider it a waste of resources for the fair to poor warriors to use anything like an omni.
Since they have updated some of the newer mechs taken from the innersphere, ie the Jenner is one, they seem to make them. They seem to limit how many mechs they have in their clan. The will not just make or let someone pilot one. You must earn that right, and occasionally prove yourself.

You can be challenged to a trial of possesion for the mech you are driving. Live fire duels would seem to be a waste of resources. They do not.

This mech seems unlikely to be built because they do have a mech that already has this covered, and the firepower on it is lacking. Range is the main thing here, and anyone facing it would use a faster unit to get in range and take it down. Might even be a hunchback II.
