According to game history, the mechs of 3025 were down graded from the star league era.

It is interesting what the league mechs of 2750 were not decked out in weapons that the IS supposedly got from the helm core, but were never restored to the league specs.
All the caches found did not have a single mech that supposedly matched the leagues best, and the garbage of the other states not possessing the tech creates a huge hole in the game.
The Lyran Commonwealth had the first non league mech, it would stand the states all had the weapons the league did.
Following human history, the league should have done like the clans and only used the higher tech equipment with newly produced units. Yet somehow that was not done. Costs were nothing as the higher tech would have made the league units more valuable as they would be better then anything on the field.
An example comes from todays tech. The U.S. is not fielding Sherman tanks in warfare, yet they are much cheaper then the abrahms we got today.

In conclusion, how could the mechs be downgraded from league time, if they never had updated stuff to begin with?

The Member States, as condition to their signing of the Star League charter, had access to endo steel and some other technologies. The only truly "restrictive" period was the 27th century, which saw a draw down of private, House military numbers. But as of 2698, when the Hegemony wanted funding and approval for a military buildup, all bets were off.

The issue with upgraded tech is that, while they possess the technology, they don't have the materials needed to make it. It's one thing to have the plans for a nuclear bomb, for example, and quite another to have a supply of enriched uranium, for example. Endo steel could only be made in very expensive (and rare) zero-G facilities. Almost all of the planets with facilities capable of forging this metal were within the Hegemony. The Star League had a very tight control on how much of this was allowed to be sold to the Member States and, even more so, to the Associate Member States (Periphery). Era Report: 2750 states that everyone, even backwater planets, could make double heat sinks. The catch was whether they had the endo steel to do it.

As a result, upgraded units were rare and typically assigned to elite divisions or to company commanders and above. A good rule of thumb I use (if going by the Liberation of Terra, Reunification War, or First Succession Wars rules) is that the company commander had a SL tech unit in most line regiments (1-in-12). If it's an elite unit (see FR:2765 series), such as the Davion Brigade of Guards, or 1st - 20th Avalon Hussars, for example, up to 50% of a Lance would be comprised of SL tech units of some grade.

This period isn't so much an example of the SLDF having all of the best technology and the Member States having (or losing) much of it. It's that the SLDF had all of the facilities capable of replacing losses. Even if 100% of the Sword of Light regiments were of Class E ("SL tech") availability, they'd soon degrade to Class D ("Succession Wars") grade tech once the battle was pitched and they were taking losses.
