In our group, we play miniature rules which normally does not allow stacking. When a mech is destroyed or out of the fight we do something similar to Flames of War in that we leave a rubble counter where the mech was. So if other mechs run through the hex they may trip and fall.
I think calculating stray fire, like mechs or terrain getting hit by errant shots is really outside the scope of a boardgame. The number of calculations required would be better suited for a video game.
