Writer's posting regarding the name (archived for reference)
In this thread on the official BattleTech Forum writer Aaron "Gravedigger" Pollyea, when asked if the name really stood for "Damned if I know", replied on 01 November 2013:
I wrote the Periphery section for FM:3145
I actually tried to figure out why that system/planet was named that. I figured out the abbreviation of the saying and decided to write it.
In my own personal head canon the captain of the JumpShip that discovered the system and the habitable planet was asked what he would name it as the discoverer and replied "Damned if I know." The name stuck.
