While the Movement had been steadily gaining popularity in the first half of the 3040s as a result of the lectures and speeches given by [[James Moroney]] in support of the cause, many were still very concerned that unifying would simply make them a more popular target for the pirates and bandits that already periodically raided the various worlds.
