: Yes/No, all sources (most notably [[Objective Raids]]) have always called the New Valencia plant GM/Blackwell and indicate its a shared facility, though [[Technical Readout: Project Phoenix]] does flag Blackwell did produce the design from Outreach eventually as well. So - in the novel "Wolf Pack", a prototype hovercraft is used that was designed and built by Blackwell. The vehicle's sole purpose was to ferret a point of Elementals at high-speed. It was called a "Zoomer" seemingly as a nick-name, rather than an actual designation. As far as I can tell, it was never actually published in a TRO format. Thoughts?
